I have J/O more times than I can count in public places while both getting wet and seeing others get wet fully clothed. There is just something that makes it feel so much more naughty when doing it in a public location where there is a risk that someone could discover you. If I can't find a quiet spot to j/o I will sometimes head to the change rooms and use one of the cubicles to j/o.
